City of Virginia Beach Development Authority (VBDA)
Established in 1994 as a legally separate unit of the City of Virginia Beach, VBDA focuses on enhancing the city’s business development to expand the local tax base and create new job opportunities. The VBDA advises and supports the Virginia Beach Department of Economic Development in recruiting national and international companies, assists local businesses with their expansion needs, and implements innovative programs to keep Virginia Beach at the forefront of growth.
Military Economic Development Advisory Committee (MEDAC)
Made up of retired military leaders and civilians with direct military experience, MEDAC helps foster a strong relationship between Virginia Beach and local military commands while creating new economic opportunities for both—such as engaging defense contractors to conduct business locally, and connecting outgoing service members with local employers. MEDAC also keeps Virginia Beach informed about military-related issues that may impact the city.
Oceana Land Use Conformity Committee (OLUCC)
The OLUCC makes strategic recommendations about using the land near Naval Air Station Oceana, ensuring the area’s operations remain safe and regulated. With a focus on identifying and reducing any non-compliant development pursuant to Section 1804 of the City Zoning Ordinance, in APZ-1 and Clear Zones, the committee advises City leaders on zoning changes, permits, land use policies, new ordinances, and other development activities. OLUCC makes key recommendations to the City Council and the Virginia Beach Development Authority, including:
- Agreements and transactions.
- Zoning and other land use ordinances.
- Discretionary zoning applications.
- Ordinances imposing fees or taxes.
- Staff or resources for the program.
The committee reports on its activities at least once a year to the City Council and the Virginia Beach Development Authority, on properties acquired and disposed of, incentives, and overall progress.
