Sustainability

Creating an economy built to last

Sustainability isn’t a buzzword in Virginia Beach—it’s how we do business. We’re building a resilient future powered by clean energy, environmental stewardship, and bold innovation.

Clean Energy Leadership

  • Offshore wind: Virginia Beach is at the forefront of the U.S. offshore wind revolution, with two commercial offshore wind projects set to deliver 5.1 GW of clean power and create 5,000 local jobs.
  • Green energy storage: Global Technical Systems opened a 560,000-square-foot advanced manufacturing center focused on research and development of 100% green energy storage systems, employing 220 people.
  • Onshore wind: In 2009, the city adopted zoning policies to support safe and effective onshore wind development, paving the way for future growth.
  • Solar power: Dominion Energy is investing in multiple utility-scale solar projects, including a 179,000-panel facility at Naval Air Station Oceana built in partnership with the Navy and the state.

Protecting our Natural Resources

Environmental stewardship is woven into the fabric of residential life, supporting a resilient, thriving community for generations to come.

We back our environmental goals with real policy and infrastructure, embedding sustainability into the systems that shape how Virginia Beach builds, grows, and thrives.

All new or renovated city buildings are required to meet LEED (Leadership in Energy and Environmental Design) standards. To date, there are 50+ LEED-certified buildings across the city.

Our procurement policies prioritize goods and services that are healthier for people and the planet, while still prioritizing fiscal responsibility.

The City of Virginia Beach Energy Office actively tracks and improves energy usage across city buildings, utilities, and vehicles to reduce costs and environmental impact.
