The funding will help support the company’s expansion in Virginia Beach.
The City of Virginia Beach Development Authority (VBDA) is granting $309,800 under the Economic Development Investment Program (EDIP) to Groundworks , North America’s leading and fastest-growing foundation repair and water management solutions provider. The funds will go toward the expansion of the company’s headquarters and operations in Virginia Beach.
The EDIP is a locally funded discretionary incentive program that assists qualifying companies with their growth needs in Virginia Beach. VBDA has administered this program on behalf of the City Council since 1994. The program may provide cash grants to eligible companies based on the average annual salary and number of new jobs created and/or new capital investment made over a 36-month period.

Groundworks plays a critical role in ensuring building safety and longevity throughout the construction and maintenance process. The company provides solutions such as foundation stabilization, basement waterproofing, and crawl space repair, with a strong reputation for reliability and customer service. Named a 2025 Top workplace in Hampton Roads by Inside Business , Groundworks generated $1.2 billion in 2024. The company currently employs 892 in Virginia, including 543 in Virginia Beach, and will hire 75 new employees in the next three years with an average salary of $114,867.
The company intends to use the funding to support its expansion project, which includes 23,000 square feet of office located at Corporate Landing business park.
