The City of Virginia Beach has been recognized as the Third Top City for Small Business this year by the Diverse Chamber of Commerce and Industry , reflecting the city’s strong commitment to entrepreneurship, innovation and a robust business ecosystem.

“We are proud to be a city where businesses can thrive," said Virginia Beach Deputy City Manager Amanda Jarratt. “A vibrant, resilient economy in Virginia Beach depends on a thriving local business community. This recognition underscores our unwavering commitment to creating an environment where entrepreneurs and small business owners are supported, valued and equipped to succeed.” 

The 2026 ranking evaluated cities across several categories essential to small business success, including:

  • Innovation and Technology Adoption 
    Virginia Beach supports a growing tech and startup ecosystem, bolstered by entrepreneurship programs, incubators and local tech industry activity.
  • Support for Small Businesses 
    The Virginia Beach Department of Economic Development collaborates with academic institutions, small business associations and other entrepreneurial-related organizations across the region to offer free resources, workshops and expert guidance for businesses at all stages through The HIVE . The City’s one-stop resource hub was established in 2021 to help local businesses grow, especially those in underserved communities.
  • Local Government Support 
    Virginia Beach cultivates a business-friendly environment through responsive policies, incentives and resources designed to support startups and growing businesses. The Small, Women-owned and Minority-owned (SWaM) Business Office is dedicated to the growth and development of these types of businesses. The SWaM Business Office  also helps service-disabled/veteran-owned businesses. The office provides resources and training sessions to assist businesses in obtaining contracts with the City of Virginia Beach. The Minority Business Council  (MBC) provides assistance, guidance and educational resources for SWaM and service-disabled/veteran-owned businesses in Virginia Beach and serves as an advisory agency to the City Council and city manager regarding procurement policies and procedures.

Virginia Beach’s top ranking reflects ongoing collaboration among Economic Development, entrepreneurs, business organizations and the broader community to create an environment where small businesses can thrive.
