Construction of Historic African American Community Monument Signs
The work consists of the construction of monument signs to commemorate. four (4) historic African American communities within the city, per provided sign details, renderings, location plans and supplemental specifications. Monument signs are to be constructed in the Burton Station, Queen City, Beechwood, and New Light communities in Virginia Beach. Signs will generally consist of a precast concrete sign face atop a brick veneer foundation wall, brick columns on both ends of the sign face, and precast concrete caps atop each column. Each sign face will display the community's name with projected-mount cast bronze lettering. The contractor shall be responsible for submitting all paperwork necessary to obtain a Row permit. The City will pay for the permit directly.
Receipt of Bids
The City of Virginia Beach, Virginia will receive sealed bids for the furnishing of all equipment, labor and material, and the performing of all work for the above-described project. The Bidder shall include in its bid or proposal its identification number issued by the Virginia State Corporation Commission or a statement describing why it is not required to be so authorized to transact business in the Commonwealth.
All bids must be time-stamped no later than 3 p.m. (local time), June 14, 2024, by the Office of the Purchasing Agent, in the Purchasing Division, 2401 Courthouse Drive, 3rd Floor, Virginia Beach, 23456-9013. Bids time stamped 3:01 p.m. or later will not be considered and will be returned unopened to the prospective bidder. The remaining bids will be publicly opened and read aloud thereafter.
A pre-bid conference will be held on May 21, 2024, at 10 a.m. at the Purchasing Division located at 2401 Courthouse Drive, 3rd Floor, Virginia Beach, 23456.
Small Business Enhancement Program
This solicitation is subject to the requirements of the Small Business Enhancement Program. As a matter of responsiveness, bidders that intend to subcontract work on the resulting project must commit at least 50% of the value of the subcontracted work to businesses certified as Small, Women-owned, and Minority-owned businesses (SWaM) by the Virginia Department of Small Business and Supplier Diversity; if the bidder is unable to meet the 50% subcontracting requirement, then the bidder must provide documentation showing, with specificity, good faith efforts were undertaken to meet the 50% SWaM-certified subcontractor participation requirement.
